Contract Signing Ceremony for Survey–Design, Project Valuation, Economic–Technical Report, and Environmental–Social Impact Study of the Ring Road around Luang Prabang City and Chomphet District, including one Mekong River Bridge

The ceremony was held in the afternoon of September 9, 2025, at the Department of Public Works and Transport, attended by Ms. Siliphon Suphantong, Deputy Governor of Luang Prabang Province, along with relevant government agencies and the contracting company.

During the event, a summary report on the survey–design and construction project of the ring road around Luang Prabang City and Chomphet District with one Mekong River bridge was presented. The road will have a total length of 80 kilometers and is aimed at supporting the socio-economic development of Luang Prabang Province, improving transportation convenience.

The Department of Public Works and Transport’s technical committee noted that Luang Prabang, a World Heritage City, currently has a narrow road network without a bypass or ring road. Traffic congestion often leads to gridlock, with no alternative routes. If a ring road expansion is not planned and constructed now, in the next 20–50 years, the city could face severe congestion and transportation paralysis. Therefore, building a ring road is considered technically feasible and highly necessary for the future.

The alignment of the ring road has already been studied. Many sections overlap with existing roads, but some parts—particularly from Route 2501 (Luang Prabang–Tat Kuang Xi) to connect with Route 13 North, including one new Mekong River bridge—will require new construction. The total length of the ring road, including existing and new sections, will be 80 kilometers. The survey–design and feasibility study will take 1 year.

The project has been entrusted solely to Lao Samphan Development Co., Ltd., which will be responsible for the survey–design, project valuation, preparation of the economic–technical report, and environmental–social impact study for the ring road around Luang Prabang City and Chomphet District.

As for the Mekong River bridge, before its construction, a ferry service may be used temporarily. Later, funding will be sought from external sources, or the company may invest under a BOT model to ensure sustainability.

On this occasion, Ms. Siliphon Suphantong emphasized the need for the contractor to coordinate with all relevant parties to ensure the survey achieves successful results as planned.

The contract was officially signed by Mr. Blongvang Vangchaya, Head of the Department of Public Works and Transport (project owner), and Mr. Saisamphan Chanmavong, President of Lao Samphan Development Co., Ltd., witnessed by participants.
