Times Reporters
City authorities are planning the siting of infrastructure in the new district that will be created and have now determined the location of various offices and other essential facilities. The Mayor of Vientiane, D r A t s a p h a n g t h o n g Siphandone, said last week that the location of the district office, prison, and police stations had been decided.
The new district will be the tenth in Vientiane. It will be situated between Pakngum and Xaythany districts in the northeast of
the city and incorporate 24 villages that are currently in Xaythany district. Discussing the progress made in setting up the new
district, Dr Atsaphangthong urged city authorities to address problems concerning drugs, property theft and logging. This is
important because the new  district is located near a protected area so controls are needed to ensure that residents are law-abiding. The new district is in a rural environment and contains wooded areas and hills, as well as rivers. It is home to the popular Tad Soyvoy waterfall, which has the potential for development as a tourist attraction. Due to the relatively rural setting, there is strong potential for agricultural development and tourism. The creation of the new district is part of Vientiane’s development strategy to 2025 and the plan to develop the suburbs into commercial and residential areas.

Development of the new district will see more facilities and public services introduced for local residents, and the enlarged
area will help to ease overcrowding. At present, Xaythany has more than 35,000 inhabitants. The new district borders on Nam Pien Yorla Pa, which is popular with visitors. The site offers numerous recreational facilities and is located in Xienglaetha
village, Pakngum district, near the Phou Khaokhuay range of hills.

The site has been created as a visitor attraction and offers quad bike riding, sightseeing in a protected forest area, and a spider
web net suspended above a river. Tourists can also enjoy a spectacular waterfall and panoramic views.
